Here are some ideal locations to lay mines:

Defend your coast from naval invasions.
You can deploy mines on a Surface ship or submarine. While destroyers can also be used for minelaying, submarines are the best option due to their cost-effectiveness. However, they are more prone to being spotted by enemy ships.
Planes can also be utilized for minelaying/minesweeping, but this becomes available quite late in the game, in 1942, and requires extensive research. Nevertheless, mine-laying airplanes are quite useful.

This is the most economical torpedo option available. Each sub should have at most one torpedo, along with minelaying tubes. A handful of these subs will be sufficient to fully saturate specific sea zones with mines. Five subs should be sufficient for minelaying.
Minesweeping
Only surface ships can perform minesweeping, and the most cost-effective option is the destroyer. You should begin constructing them only after the enemy has started laying mines, as AI and players rarely use mines.
